EU regulation on advanced manifesting

The European Union (EU) regulation on advanced manifesting will come into effect on 1 January 2011.
The main thrust of the regulation is that the carrier will be responsible for submission of an Entry Summary Declaration (ENS) to the first port of entry in the EU no later than 24 hours prior to commencement of loading of the vessel that will enter the EU.
New Zealand exports carried on Maersk Line are transhipped, largely in Malaysia and also the Caribbean. The EU regulation (ENS) will apply from the transhipment ports, not the New Zealand load ports.
With the responsibility of the ENS submission resting with the carrier, and the fact the Maersk Line operate a transhipment service to the EU, New Zealand exporters should in the main be unaffected by this regulation change. Some countries may demand an HS code in the manifest submission and may not accept very generic cargo descriptions.
